Utah cannabis testing requirements
Utah has a medical-only cannabis program. The Utah Department of Agriculture and Food licenses cultivators, processors and independent testing labs, and is taking over pharmacy and patient duties from the health department. Products must pass independent lab testing before a pharmacy may sell them. Labs must reach ISO/IEC 17025 accreditation within 24 months of licensing.

ISO/IEC 17025 accreditation
Required within a set period. Utah Admin. Code R66-4-4: labs must obtain and keep ISO/IEC 17025:2017 accreditation. A lab may be licensed first if it follows OECD Good Laboratory Practice and is accredited within 24 months.
Notes
- Rules: Utah Admin. Code R66-3 (quality assurance testing) and R66-4 (independent testing labs), both last amended 21 August 2025. Statute: Utah Code 4-41a-701.
- By product type (R66-3 Table 1): potency, microbials, pesticides, heavy metals and foreign matter for all; moisture and water activity for flower; residual solvents for concentrates and products; terpenes for flower and concentrates.
- Mycotoxins (total aflatoxins and ochratoxin A, each under 20 ppb) are required for concentrates, and for other products when the department has reason to suspect them.
- Microbials: total aerobic count and yeast and mold on every sample; Salmonella, STEC and four Aspergillus species at the department's discretion.
- Potency: total THC, total CBD and any THC analog present; a batch fails on THC-O-acetate or artificially derived cannabinoids above set HPLC peak-area limits.
- Water activity must be 0.65 or less; moisture content is reported on the COA.
- Samples are collected by a sampling technician unaffiliated with the licensee, following the testing lab's ISO 17025-compliant SOP.
- 2026 HB 389 moves the Center for Medical Cannabis (pharmacies, patient cards) from DHHS to UDAF, to be complete by 1 January 2027.
