South Carolina cannabis testing requirements
South Carolina has no medical or adult-use cannabis program and no state cannabis testing rules. State law lets patients with severe epilepsy possess CBD oil (0.9% THC or less, over 15% CBD) with a physician's written certification. The Compassionate Care Act (S.53) did not advance in 2025-26, and the House rejected the final version of a hemp-products bill (H.3924) in June 2026.

- S.C. Code § 44-53-110(27)(b)(vi) excludes CBD preparations (0.9% THC or less, more than 15% CBD) from 'marijuana' for patients with Lennox-Gastaut, Dravet or other severe epilepsy who hold a physician's written certification. No in-state production, registry or testing program supports it.
- Julian's Law (S.C. Code § 44-53-1810 et seq.) covers FDA-approved clinical trials of cannabidiol for severe epilepsy.
- S.53, the Compassionate Care Act (medical cannabis), was referred to Senate Medical Affairs on January 14, 2025, with no later action recorded.
- H.3924 (hemp-derived ingestibles) passed both chambers in different forms; the House rejected the conference report on June 25, 2026.
- The SC Hemp Farming Act (Title 46, Chapter 55) requires delta-9 THC compliance testing of hemp crops only, not of finished products.
