North Carolina has no medical or adult-use cannabis program, so there are no state cannabis testing rules. Intoxicating hemp-derived products are sold with no required lab testing. Medical (S3) and hemp (H328) bills stalled in 2025-26. The governor's Advisory Council on Cannabis recommended a regulated adult-use market in an April 2026 interim report.

Notes
- No state agency regulates cannabis, so no regulator is listed.
- G.S. 90-94.1 still exempts caregivers using low-THC hemp extract (under 0.9% THC, at least 5% CBD, with a certificate of analysis) for intractable epilepsy, but the Epilepsy Alternative Treatment Act that supported it was repealed effective July 1, 2021.
- S3, the NC Compassionate Care Act (medical cannabis), has sat in Senate Rules since January 30, 2025.
- H328, Regulate Hemp-Derived Consumables, passed the House but was re-referred to House Rules on July 30, 2026. It is not law.
- Governor Stein created the NC Advisory Council on Cannabis in June 2025. Its April 2, 2026 interim report found no required testing for potency, heavy metals, pesticides, mold or residual solvents in hemp-derived products, and recommended an adult-access market.
- The Eastern Band of Cherokee Indians runs medical (since April 2024) and adult-use (since September 2024) cannabis sales on the Qualla Boundary under tribal law, outside state regulation.
