ISO/IEC 17025 accreditation

Required. ISO/IEC 17025 accreditation, or an ISO/IEC 17025-based accreditation from a body OCM approves, is a condition of even a provisional permit and must be maintained (9 NYCRR 130.5(a)(1), 130.7(a)).

Notes

• Lab rules: 9 NYCRR Part 130 (Cannabis Laboratories). Required analytes, limits and methods are set in OCM guidance under 130.22(d); the limits were last revised February 9, 2026.
• Provisional permits last up to 12 months; final approval follows an OCM laboratory regulatory audit (130.5).
• An OCM-approved laboratory sampling firm takes a video-recorded sample of each lot (130.21).
• The final packaged lot is tested; harvested flower batches need no test before processing (OCM FAQ).
• Microbials: Salmonella, STEC (O157:H7 plus O26, O45, O103, O111, O121, O145) and Aspergillus flavus, fumigatus, niger and terreus must be absent; aerobic count and yeast and mold limits apply, report-only for adult-use flower.
• Mycotoxins: total aflatoxins (B1, B2, G1, G2) and ochratoxin A, each below 0.020 ug/g.
• Heavy metals: antimony, arsenic, cadmium, chromium, copper, lead, mercury and nickel, with separate oral and inhalation limits.
• Pesticides: 70 listed analytes, plus any pesticide the producer declares.
• Terpenes: required on every final product; inhaled products are capped at 10% total terpenes (11.5% with variance).
• Residual solvents: concentrates and infused products; not flower, raw pre-rolls, kief or solventless hash.
• Water activity (flower 0.65 or less, solid edibles 0.85 or less), moisture (flower 15% or less), filth and foreign material (flower and kief).
• Homogeneity: five samples per lot for concentrates, vapes, edibles, tinctures and other infused products.
• OCM closed its lab permit application window on March 31, 2023, and was not taking new applications when checked.
• Part 130 replaced the Department of Health's lab rules (10 NYCRR 55-2.2(a)(5) and 55-2.15); DOH-certified medical labs became provisional OCM permittees.
